Does DP have access to Volt Tackle here? What values does he scale to?

Kion scales to fighting adult lions. Although I doubt he'd go for The Roar first thing. (Also, aren't alot of The Roar's effects environmental destruction?) Then again, would DP use his electric attacks if he didn't think he needed to?

There are no values, just him harming Mewtwo who is > mountain-sized Torterra.

Roar does have some ED stuff, but it can also blow back a bunch of 9-Bs regardless, as Kion roared away Zira and her lion pride to the Elephand Graveyard from the Pridelands https://youtu.be/O-Iv3O9AQaU?t=127

If the roar puts him in danger, he might do so because of that.
