I'm tempted to say Thor due to raw power, but Kid Buu's unpredictable fighting style and Regenerationn mean this could very likely go either way.

According to Tom Brevoort, who is the official authority, Thor is at best only as swoft as Wolverine in combat speed. We likely rate him and other Marvel characters far too high in this respect. Hence, Buu should be far too swift for him. And that is coming from somebody who likes Thor much better than Buu.

Kid Buu is too insane to form any sort of proper battle plan, has fallen asleep and acted like a monkey instead of fighting, and will resort to blowing up the planet as soon as possible, which will leave him to regenerate and won't kill thor Thor who has far more battle experience against stronger and faster enemies

Once Thor realizes what a threat Kid Buu is he'll put him down with Mjolnir's abilities, unless this is unworthy Thor who only has Jnarbron which means at worst he'll have to to tire out kid buu's Regenerationn who has less stamina than Thor does
