Keyaru and Keyaruga are indeed the same person. This is supported across the novel, manga, and anime as it's just Keyaru altering his physical appearance and making a half-hearted change of his name. By the latest volume (Volume 9), he's done away with the Keyaruga name and appearance as it was only needed for some anonymity when going against the Jioral Kingdom, which has been taken over and renamed by that point in time.
I'm not sure who this Keyargu person is, as I've no recollection of such a name and searching the novels and wiki make no mention of it, but at the very least, some evidence to the contrary should be provided before making such a wild statement.
Unless you're talking about the royal guard who was made to wear Keyaru's face during the latter's escape from the castle, in which case, his name is Leonard, and he has no special abilities outside of being a somewhat competent knight and no relevance outside of the killing and desecration of Keyaru's parental/sister figure.
