I think Kenshiro would be the victor here. He only needs one punch to seal his victory. Ken does have quite the speed advantage but it only gives him the win if he could one shot Kenshiro which cannot happen due to Ken's intangibillity and superior combat expierence. Plus being able to casually perform town level feats while holding back. And taking many of those hits back at him without being destroyed.

Factor in Ken's intangibillity/matter phasing and he will be the winner in a mid difficult fight.
