So the two both seem to be baseline 7-C.

and thus Bakugou has every advantage outside of LS.

His explosions get stronger as he fights, he can blind Raphael, pound him from a distance from auto cannon or auto machine gun severely damaging Raphael with His dura neg explosions, he can fly and out range Raphael.

Rapheal is skilled but so is Bakugou, who fought his way through terrorists with decades on him, hired mercenaries, and his skill was enough to keep up with pro heroes with decades on him at 17.

And while both have the same anger and stubbornness, unlike Bakugou, Raphael’s is always depicted as blinding him into a frenzy, while Bakugou still can use many plans and strategies while enraged.
Bakugou also taunts a lot, which would definitely play into making Raphael more angry and thus, giving Bakugou an upper hand.

Bakugou isn’t getting out of this unscathed, but at best for Raphael this is a low difficulty fight if Bakugou takes this seriously, mid-low if not.

Other small factor against Raphael: Bakugou knows very well the battlefield, could easily mislead Raphael and plan an elaborate attack
 
I also agree that Bakugou is the winner (although I find this fight a bit unfair for the turtle), I have a question which is what is Raphael's ap, in Numbers, I can't find it anywhere
