Katniss shouldn't be 10-A tier physically. She has some of her great speed and durability feat in the link. Such as dodging high speed projectiles, traded blows, and tanks hits from a superhuman Mutt creature.

Dodges holographic attacks.

Tanks being thrown into a metal railing by a superhuman Mutt. Which she should've have Street level or Wall level durability.

I suppose that Street level statistics seem warranted, but do not know how to rate her speed. Some calculations would be useful.

Her physical (tier and durability) needs to be upgraded first. She didn't get injuried from being thrown by a Mutt creature.

Her speed can just be generally called "Superhuman", at least in terms of reaction speed. Movies are different than the books so maybe two keys?
