Uzu both rounds. Round 1 due to the massive tier difference, round 2 via higher speed.

I don't think in round 1 there would be a massive difference. Uzu in R1 is Nudist Beach Uzu during ep 19 - 22, not the base Uzu in the OVA. I don't think Nudist Beach Uzu would be that strong

Nudist beach Uzu held his own against Junketsu-corrupted Ryuko so yeah he's that strong
