Touma's Stamina Change
I'mma giving Touma a Standard Tactics section:

Standard Tactics: Given Touma's limited amount of abilities without relying on what lies beyond his right hand, he tends to rely on his fists, analytical skills, the environment around him, and what he discovers about an opponent as they fight. He'll often try to get a read on his opponent's mindset and motivations, effectively trying to empathize with them, and using anything he learnt to either dissuade a person from fighting or to shake up an opponent to defeat them. He's even willing to throw out all of his principles and morals to reach an understanding with his opponent. If his right hand is forcibly removed, the things that lies beyond his right hand will attempt to attack the one who did it without any input from Touma, and he will immediately seal them away and grow back his right hand in most circumstances. Unless he is significantly motivated, he will not use what lies beyond his right hand to the point that he will readily accept death before even thinking of using it. When he is willing to use them, however, Touma will fight to kill and use everything at his disposal

Superhuman (Able to withstand Mikoto's electric attacks and still be able to fight and defeat Accelerator shortly afterward, a fight where he received even more injuries, was also able to go through several thousands of deaths fighting Othinus[31][32][33][34][35][36][37]

To this instead:

Stamina: Superhuman (Only succumbed to his wounds after he defeated the student group called Deadlock despite having the sharp fragments of a ruptured fuel tank tore into his stomach just a year prior to his meeting with Index. Despite having eighty percent of his body blown away and had even lost his heart, Touma was still completely lucid and could engage in a full conversation with Othinus for a time after he went through ten thousand and thirty one deaths from fighting her. During the manhunt for Othinus, he traveled and fought across Denmark against numerous enemies- such as Accelerator, Misaka Mikoto, and Marian, for hours on end-and then, at the very end of his journey, he endured being beaten black-and-blue by Thor, after being beaten into a half-dead state by Sliva and then being forced to travel to Egeskov Castle on foot during a blizzard. Even while in the process of dying and his body rotting from the inside, Touma continued fighting against Alice after having the bones in his first, elbow, and shoulder broken, back split open, organs rupturing like a water balloon, and flesh flayed away to the bone until he defeated her.)

At least Average, possibly Gifted (He's not smart enough to keep up with his education through this is mainly because of all the time he's forced to skip school, but he has been shown to be an excellent strategist in battle and is very proficient at figuring out the mechanics and weak points in a magician or esper's powers, analyzing the enemy's motivations, etc)

Spoiler: General Intelligence (Gifted)

His general education is lacking partly because Pre-Memory Lost Touma wasn't too interested in schooling, partly because he is forced into situation out of his control that leads him to be hospitalized for long stretches of time or his misfortune popping up and outright preventing him from being able to study and/or turn in his schoolwork. But he isn't actually an idiot, it is just an issue of what field he specialized in and of the various limited circumstances that has to be met for the workings of his head to get going. Something that Shokuhou Misaki can attest to as she has stated that Touma hid a clever side that was greater than her and had no relation to surface-level academic achievement. Due to this, Touma has shown odd skill in unexpected subjects. For example, he's talented in manipulating other people by capitalizing on fear. After suffering a grievous wound from Aureolus's magic, Touma, without a second thought, acted like a deranged lunatic in order to unnerve Aureolus and cause him self-destruct by the hands of his own magic through his fearful, uncontrolled thoughts by acting. In another instance, Touma skillfully turned a thick gray metal container that held propane into a makeshift bomb that he then used as a way to force other people out of an area. Touma also had once understood the tactics of a military force and saw through their misdirection of making an area's security low in order to not make it seem important from a look at a single map. From there, after getting a grasp of the Russian Orthodox magician movements and how they regarded innocent civilians, Touma was capable of forming a plan that involved Lessar using her steel glove mimic one of Academy City's air friction weapons in order to trick the magicians into clearing the area.

Spoiler: Battle Intelligence (Genius)

During his first battle with the runic magician Stiyl, he was stated to have the battle sense of a genius and then exploited a weakness that Stiyl wasn't aware of. Stiyl, as magician, has to determine what an enemy’s spell was and find a way to turn it back at them when defending, had to predict what kinds of counterattacks would come and rearrange his spell accordingly when attacking and had to think 100-200 steps ahead amidst constantly changing surroundings in magical battles. Kihara Kagun stated that someone on the level of Kamijou Touma was needed for an anti-Kihara battle if Accelerator isn't present, Kihara Byouri froze when she discovered Kihara Enshuu had Touma's thought patterns to amplify her fighting capabilities as he is the worst one possible for someone of such great darkness as herself over even Kihara Amata’s thought patterns. Could hold his own against Thor, who is especially skilled in direct combat even for a member of Gremlin and is their representative combat member, which likely puts his fighting skills on par with Kagun if not possibly superior. Per Word of God, Touma has quickly reached the position of a martial arts master in a kung fu movie or an ancient little girl that speaks like an old woman during his battles against Othinus. While overall inferior as a martial artist, Touma was still capable of holding his ground against Kihara Yuiitsu for thirty seconds and could defend against her shockwave technique while other martial artists such as Shirai Kuroko and Non-Boosted Salome were beaten back with little effort.

Even during great danger, Touma can tactically come up with plans that allows him a leg up in a battle or pull off a win in a battle altogether. When he was fighting against Agnese' forces, Touma set up a situation that force the group of battle nuns numbering a dozens strong into fighting him one-on-one by traveling up a narrow scaffolding they would inevitably need them all to get in a neat single-file line in order to reach him, ridding them of their option of using their numbers advantage against him altogether as the scaffolding would buckle under their collective weight and collapse if they all came onto it. Over the course of a fight, while Saronia's magic was heavily weakening him by paralyzing his left-side, Touma slowly pieced together the true nature of her magic, its effects it had on his body and it's weak points to defeat her. While Thor was beating him to a pulp, Touma identified a key weakness in Thor's automatic magic and then formulated a plan that slowly position Thor into danger that Thor's magic couldn't protect him from it. while he was being chased by Maya, he remembered a quirk about her physiology that required her to seek out specific items to maintain a physical form, theories regarding scents and then acted upon a plan that successfully destabilized her body rendered her unable to continue chasing him.

Touma possesses an analytical eye, capable of picking up the minute changes in the battlefield and an opponent's involuntary movements in his peripheral vision ranging from how their abilities interacts with the environment, the timing needed to switch powers to even the slightest tremble of their body, in order to predict and intercept their actions to the point that this skill has been called and referred to as Precognition. Even against foes that were more professional and skilled than him, he can predict their invisible attacks based on their past attacks or predict attacks based on what he gleamed from their fighting style respectively. Against Accelerator, Touma used a "flaw" in Imagine Breaker to deliberately grab one of Accelerator's black wing he couldn’t negate completely and twisted it when he was surrounded completely by the black wings that had split into more than a hundred branches to attack him, making Accelerator lose his balance and create a safe area for himself. Against Leivinia Birdway, when she had him surrounded by hundreds of thousands of daggers that were packed in so tightly that they did not leave enough space for a human to hide, Touma specifically targeted and negated a single dagger and had its fragments scattered in every direction to struck the other surrounding daggers to cause a chain reaction that caused them to slightly alter their trajectory and make a blank spot that should not have been there. He has been called exceptional in terms of battle ability and his analytical ability is described to resemble that of the instinct of an artisan due to all of this; even when he can't actively try to take note of these details lest it throws off his accuracy and makes his predictions more likely to fail.

His greatest feat of skill, however, is when he fought and died against Othinus with her positive possibilities over 10,030 times, he was able to pick up her attack pattern and abilities by picking and choosing how it died to her until he could evade all of her attacks during their 10,031st battle, and his experience was so great that the difference between their specs didn't matter and him eventually defeating her was an undeniable fact. This gave Othinus a quiet sense of danger as she focuses more on filthy experience grasped through combat as a God of War and considered him as an opposition that surpassed that of Ollerus. He was also able to deflect and weave through nine out of the ten barrages from Othinus using her crossbow spell on his first and only attempt, and is said to have not been able to use his previously acquired knowledge of Othinus' combat patterns to be able to accurately pursue her actions once she used her negative possibilities brought by using the fairy spell.

“Are you the one who drove Tsuchimikado to such lengths? Are you the one that was targeting Maika!?”

Rensa’s back opened up and the “knitting needles” once more shot out.

While swapping out her power, she said, “My records show he was the first one to attack. I believe the standard is to repay the victim 100-fold. Tsuchimikado’s possessions were insufficient, so we had to find a way to resolve the problem.”

“That doesn’t…add up!!”

Rensa emitted a high voltage current from her bangs at close range, but Kamijou destroyed it with his right fist.

Rensa’s pupils widened like a camera lens.

“What is Agitate Halation? What do you gain from a method of influencing people using Fremea Seivelun!? Is that really worth crushing people’s lives underfoot? What good is a project that a Level 0 can throw off track so easily!?”

“The situation has indeed grown concerning. I will now kill Kamijou Touma to correct the course of the plan.”

Rensa’s back opened, the giant “flower” spread out, and then it closed once more.

A blast of wind burst out.

This was Academy City’s #1 power. She had created that wind via vector control.

However…

“If you think you can…”

Before the mass of 120 m/s wind could reach him, Kamijou stepped right up next to Rensa.

“…then prove it!!”

He threw a powerful punch toward her face.

TLDR: Rensa utilized a wind attack that held the explicit speed of 120 m/s and Touma was able to cross the distance between them and throw a punch to her face faster than it could reach him. if I am not misunderstanding anything, this is grounds to upgrade Touma's Peak Human speed to Subsonic+ speed. Maybe. Just throwing this here last minute cuz why not.
