Before you do stick to that vote, I should say he only caused that fear to inferior opponents, vastly inferior on a spiritual level and even from his curse energy amount. Against people on his level like Ryu, Gojo, Yorozu, Yuji, Maki, in their respective moments, were not fear haxxed by him. It would seem its either an activated thing or its a one off moment.

Realistically against Kaiser, he'd be on her level and she'd be slightly stronger.

Going with Sukuna, the AP gap is very close so several cleaves should be enough to adjust to her durability and have Kaiser on the edge, If she begins giving him trouble he will likely resort to world cut or D.E. Though depending on Kaisers first move my vote will likely shift
