Why is her soul resistance so good, because Wolf can smack through 160,000 souls worth.

How do you expect to outrun me
Well she resisted Yuyuko's own Soul Manipulation. While the true extent of her power is unknown, she does manage to daily control the population of the Netherworld of Gensokyo, which contains enough souls to make every flower in Gensokyo bloom for some reasons. Not sure if it's comparable though but should still be high.
Kaguya never really fought seriously, but she does use her power often, so it should be in-character for her to use it, especially if she's in actual danger.
