Do personas = demons in the context of power? And if so, why?

I'm asking because a lot of people are hesitant to say they are equal in power

Basically, personas are like "converted" demons. Igor's entire role in the games is to summon forth demons and turn them into your persona. He also mentions that personas have the same powers as demons:

This literally proves nothing. As I've shown in the previous scans, personas still have the same power as demons.

Subsequently, in order to progress the story — you are obligated to kill these Demons, that are supposed to stomp Personas.

It’s just Joker hyping himself up.
