Going with Batman. More experience in fight (not to mention fighting gun wielding men), can likely dodge Joker's gunfire, or at least to the point that the shots aren't fatal. Plus, Batman tbh should have Social Influencing, as he has often convinced henchmen (usually the main girl) to give up being on the side of evil.

Now that I actually think about it, I'm changing my vote to Joker again because he has quick draw and there's nothing stoping him from spamming shots at Batman. I'll give Batman 35% chance to get close and beat up Joker in tens of meter because of his subsonic reaction speed but Joker is smart at shooting his guns and leads with headshot too.
