Mask spends a lot of time bombing, shooting, stabbing and generally beating the shit out of Johnny to negligible effect...

Eventually, Johnny regains himself long enough to throw the Mask wearer out of the episode, ending the fight.

I mean, if it weren't for plot manipulation, neither of them could really kill the other, I don't think...

Actually I'm pretty sure a stomp is when one character doesn't have a win condition and I don't see how Mask can win this at all

Well even if it was extremely out-of-character, that's the only way for there to be a victor is this match. Mask has no win condition while Johnny does, which I'm pretty sure makes this a stomp

I don't really agree with that.

If both characters can't actually put each other down in any way other than that one move, and it's otherwise OOC to do, then that seems relatively fair to me. The match itself is pretty much dead even; it's just one ability that eventually tips the fight in one character's favor.
