I give it to Tatsumi. At both their 8-A points, Tatsumi has so much more experience and is an overall greater fighter. While Jaune right now hasn't been fighting very long (as he cheated his way into Beacon), and only really has basic training from Pyrrha. His Aura can deplete and his Semblance is still completely unknown, so those won't be much of a help against Tatsumi. Jaune might be smarter, as he's painted as a great tactician (though that's pretty generous), but I doubt that'll help much when you're 1v1 and your opponent isn't letting up. So, again, it goes to Tatsumi, with low (if any) difficulty.

Tatsumi because he actually knows how to fight, and he does it well considering he actually managed to hurt someone with precog. There's also that Tatsumi won't mind holding back as he has killed right from even before he was forced to join Night Raid.

Tatsumi for reasons above. Jaune might be tactically smarter but he's naive and will not go for a kill, at least not in the beginning. Tatsumi has no problem killing whatsoever. His mind set is going against Jaune already.

Yeah, Jaune's not ready to take on someone like Tatsumi yet. He's a good tactician but in a 1v1 fight he's lacking a bit in the skill section. Maybe later in the series that will change but for now Tatsumi would win.
