Bond definitely beats this Batman. Much better equipment just as experienced and counters Batman's stealth. James take this one

Since I have a natural inhibition to argue, I will assume Batman has the batmobile or batplane if he has up to 9-B weaponry (Batmobile was harmed with his punches and the batplane is around the same level)

Guns also have been shown to not hinder him and I don't think James goes for his big guns immediately

It is also important to note that this batman doesn't care about killing and he has weapons like a frickin' lazer in Batman and Robin and he can use the batmobile to light James on fire (a la Batman Returns) or just shoot him with the Batplane (But he may very well miss since his aim is absolute trash)
