Hmm...personally my money's on Jack Noir. Jack Noir is tough, but I don't think he has enough durability to compete with Jack Noir. Of course, Jack Noir could always gain the upper hand with his powers, but it's uncertain they'd affect Jack Noir.
Joking aside, we have no idea of "Union Jack's" potential, so I can't say for sure.
