He can’t unless it’s out of control in which I think it just acts on its own (aka probably not gonna distinguish between friend and foe, but there are no friends here so no worry). Though that only happens in emotional distress and the like, so probably not till the end of this fight

But Inner Power (Johnny’s High 8-C key) needs loved ones to be in danger, so it’s possible that he’ll eventually run out.
And he uses Air Force mostly in this key IIRC, so he’s gonna be focusing on Weakening Cage before going in

Joint Training Arc 8% Izuku cannot use Blackwhip in combat.

10 to 15% Izuku during the beginning of the Endeavor Agency arc couldn't use Blackwhip in any useful way until later on. 8% Izuku takes place before he even interned at Endeavor's Agency, Joint Training Arc/Heroes Rising. He doesn't even try and use Blackwhip because this is what he can do.

This is what happens if 8% Izuku tries to use Blackwhip. The anime is making it dramatic, but Izuku stated it only last for a second.

Blackwhip is a none factor, and a out of control Blackwhip also attacks himself and doesn't even restrain people. It just slashes and smashes everything around him.

Mostly because Analytical Prediction, And Air Force, AnP will let him analyze any move to find counters to it, and Air Force will let him pressure Cage from a far away distance. Cage won’t have anything to really close the gap, so while he may have stats (think he scales to 10 tons) but a barrage of attacks without getting many of his own in (against someone who shatters their bones on the daily) Isnt going to end well for Cage

Also it directly states he under estimates opponents as he thinks their his movie villains, and against anyone that’s a mistake, but giving someone with Analytical Prediction time to gage your moves and the such is a horrendously stupid idea
