Doesn't Itachi have multi layered genjutsu? He used that against Sasuke I think (Sasuke broke had to break same genjutsu twice). It was a complex fight

Yes, he should be the best in Naruto, I think. Apart from the Infinite Tsukuyomi thing.

Well Obito has a feat of putting the Mizukage Yagura (perfect jinchuriki) under genjutsu for many, and Shishui should be the best by theory. But Itachi is the best overall by feats. He routinely stomped people who are great genjutsu users themselves (Kurenai and Orochimaru)

Yeah it is. Itachi has beaten 5 people with genjutsu only, who themselves are genjutsu users (Sasuke, Kakashi, Kurenai, Orochimaru, Kabuto). Genjutsu is Naruto is indeed quite broken, so many people can use it
