Minato scales to KCM Naruto and the Fourth Raikage who are much faster than the tier of people Mifune fights and who can block his Iaido

If you're referring to Sasuke, then remember that Sasuke didn't actually block Mifune's Iaido slash. Mifune's sword was already drawn when he went to attack him.

Hm...I suppose so (even though it doesn't really make sense for Mifune to nerf his speed), but a rusty Hanzo reacting is still pretty bad when Prime Hanzo could be kept up with by the 2nd War Sannin

I assumed it would be a case of counter scaling at a later point not being allowed since Mifune's rating would already be accepted and that's the contentious part rather than Hanzo's feats

Edo Tensei Hanzo was completely overwhlmed by Mifune's speed, and expressed astonishment at the speed of his attack. It's likely that Mifune back in the past wasn't as fast as he is in the 4th Ninja War arc.
