Is viewing low 1-A as fiction 1-A

It's not because the difference between aleph 1 (low 1-A) and Aleph 2 (Baseline 1-A) is an inaccessible cardinal, therefore no amount of power-setting can ever reach it, no amount of higher layers etc.

Of course this is a case by case basis, for example if the fictional layer below truly can never reach the higher one (the 1-A layer in theory), then perhaps an argument can be made for the higher layer always being "hierarchically" above the lower one.
 
Aleph 2 is not an inaccessible cardinal. Inaccessible cardinal layers, assuming valid, are High 1-A.
Viewing such Low 1-A (Aleph 1) layer as fiction would be equated to 1-A (Aleph 2), assuming the layers is valid and there are no other contexts.
