Is verse greater than universe?

Because looking at it one way, DC verse has many universes, per each character or franchise that they have.

So someone who has power to manipulate a verse or verses would be tier 0 or even above right?

Verse is like the fictional setting. Some verses are only universal or smaller in scale, others are like the DC, Marvel, Cthulhu, Warhammer, etc and are gigantic.

No, if your a God of a verse who was only shown to have 1 universe then your're just low 2-C. It depends on how big the verse is
