I am not too sure how to properly explain the context in a single paragraph, so here are the Scans in Question: Scan 1, Scan 2, Scan 3, Scan 4, Edit 1: Additional Scan 5, Scan 6, Edit 2: Scan 7, Edit 3: Scan 8
My general questions are:
1) Is the Primordial Chaos in this case qualify for R>F and be 1-A?
2) Are Characters being able to use the "Energy" used by Primordial Chaos also gets hax to 1-A or direct authority to scale to 1-A or none?

I don’t see anything 1-A here tbh. Or even r>f it just seems that it is talking about how reality was created/painted on a blank canvas essentially,and that is how creation came to be. Tho it is possible that I couldn’t see full scans since it looked like it was cut off

isn't this type of premise typically used for most r>f in this wiki just uses painter -> paint -> the universe. Here primordial chaos is depicted as the painter and the pain on the canvas is the energy used to create universe. is this not enough?

I don't think i have to explain the entirity of the Universe here since i am not trying to scale the entire cosmology. But the "Universe" in question does have parallel universes, dimensions (not the x,y,z,,,axis ones), higher planes of existence, Dimensional Void, infinite timelines, Akashic Records which encompasses past present and future; and everything in the Universe created by Primordial Chaos.

The cosmology isn’t really relevant unless it is like high 1-B and even that has no need for him to scale above it. As for R>F it would need reality to literally be a painting. Like chaos sees all of reality as a painting on the wall or something.

As i see, so while the scans basically say it as the characters who are in the Universe are "interpreting" this Attributeless Energy and painter stuff, but it needs to be showed in the story itself that these interpretation in the scans are accurate for the R>F to be valid?

I see it more like it isn’t r>f in the first place. As r>f is more like this.

Character A. Exists outside reality. Which in this case would be chaos.

Character B exists inside reality. Which in this case would be every other character besides chaos

Chaos painted a picture of reality.and reality came into existence. And this reality would be a painting on the wall as chaos sees it. But for people inside it would be reality,they wouldn’t necessarily know about chaos or being a painting. (Tho it is possible) chaos (unless an avatar) should not be inside reality as r>f is seeing something as fiction, I don’t see how you could do that while also in there as that would mean that you see yourself as fiction.

Yeah I just don’t see R>F here BUT you can probably get outer with dissolution or something.. I stopped reading this when they were like city level still. And now there are gods imma reread these scans and see if I can find anything helpful
