Is this a tier 1/5D or a tier 2/4D statement?

I'm just curious if this statement by itself is enough to net Tier 1/5D or tier 2/4D

The statement just gives +1 dimension to what is being talked about. As far as we know, it could be 1D if the ones talking were 0D points, and could be 5D if although the characters were 3D, they are referring to their universe that is 3+1D, so it all depends on what that is a higher dimension to.

Contextually, it's referencing to a being that is omnipresent. Who exist beyond samsara which has the multiverse involved within its process. Oversimplified but that's the context

If by "Omnipresent" you mean the higher dimension, then it'll just be 4D, otherwise if the omnipresent is referring to the membrane, it could be 5D, yeah.

The "thin membrane" references the character stating the quotes own universe.

The Omnipresent character had to create an avatar form that then came down into that world

Hmm, it's hard to say whether the "Universe" here would mean it as an entire space-time or just the physical universe; because the statement from the OP fits perfectly for both scenarios.

let me give a generic example

The number of dimensions is referent to the number of axes needed to represent all the points in a given space. If you have 4 points that you can't cross with a single line, it needs to have more than one dimension to encompass the whole space. If we were to add a new point that is outside the existing axes, a new axis needs to be added to encompass that point.

If you have an infinite line going up and down and put a point 1 cm to the side of that line, you put it in relation to a new spatial axis. So the space of that line and the point is 2D. If you add yet another point that is parallel to that plane, the space of the plane + point will be 3D. This goes on and on with more dimensions (Reminder, it needs to be talking about the axes themselves, if you have an arbitrary amount of space that is just called a universe, but is not the same as the axis itself, then it's possible to have stuff beyond that space that still is represented by the same axis as the space in question, while not being called as being in that "space").

So if the existing character experiences the universe in three dimensions if they gain the power to access points up and down in the timeline, they have access to the temporal axis, so it's 4D movement. If the character is able to also access points that are parallel to the timeline, then it goes into 5D movement, since parallel universes are spread across a 4th spatial axis.
