if his true form meets all conditions for 1A then yeah, but just being "untied" by time and space isn't enought, need more contex

No, they need to be directly superior to time and pace, not simply disconnected from it.

Type 1 Things with Extradimensional Existence (i.e. devoid of space, time and dimensionality, but not superior to dimensional objects)
 
Based on my poor understanding of the tiers, a character with that description could be anywhere from Low 1-C to 1-B (maybe High 1-B if you stretch it)
