I'm not quite sure if these guys would be smarter than The Doctor per say, but I think Rick Sanchez and Ford Pines are rather notable for being absurdly intelligent people that aren't omniscient or nigh.

Well in the infinity wars Dr doom is pretty much not prepare to fight against thanos since thanos pretty much kick his ass hard.
