Is reaction speed related to movement speed?

No, reaction or perception speed aren't related to travel speed or how much distance can one move in a period of time; they are independent.
 
There's no really a real life equivalent of Combat Speed, it generally refer to "the amount of melee actions that a character can perform in a period of time", but it generally face against reaction speed of the opponent, or in few occations, against perception speed.
 
Not quite, reaction speed it's measured in time units, meanwhile the other in speed units. Either way, it do not depends of travel speed.
