Yeah, he pretty much it at this point. And even before the planet level upgrades let alone the stellar or Universal upgrades. He still had them outhaxed.

Soul King by this point can pretty much solo Canon Dragon Ball, possibly even Heroes, so yes, he's one of the strongest shounen characters ever.
