Is one-shotting and tearing apart an average human 9-C?

Pretty much the title. I'm making a profile for a certain character, and that character can pass its hand into a human torso, exploding its back and shit. It can also tear a human body into two.

Although, a bit unrelated to this thread, but would fire manipulation bypass conventional durability? This same character can ignite a human's skin and hair by simply touching them, and I wondered if I could add durability negation or not.

Pretty sure that’s how normal fire would work lol. Considering the fat in our skin would be place where the fire can spread.

it would probably be limited dura negation
 
An SCP character, SCP-4612-B.

Here's the feat in question for 9-B btw:

"Eckhart is interrupted as SCP-4612-B lashes out, its hand passing through Eckhart’s torso and exploding out his back. A shower of blood and viscera splash onto the floor. SCP-4612-B grasps the body of Eckhart and tears it in two. The two halves begin to smolder and then burn as they fall to the stone floor of the chamber."

The feat for his fire manipulation is here:

"SCP-4612-B pauses and looks toward the unidentified speaker. SCP-4612-B steps forward and places its hand on the speaker’s shoulder.

SCP-4612-B: You wanted to achieve a goal, and so you have. But did you ever consider the consequences?

The unidentified man’s hair and skin ignite, his screams only cut off by a strike of SCP-4612-B’s hand.

SCP-4612-B: Come, you apes, show me your miracles.

For the next 12 minutes SCP-4612-B kills each of the 21 other figures, using fire and blunt force trauma."

Btw, since he was able to kill every one of them, despite some of them fleeing and running, would this grant Atheltic speed, or just average human speed?

Well, isn't it then Durability negation against human-like characters? I have no idea what the standard for Fire manipulation is, and idk if we consider it to negate durability or not.

No. It’s just standard fire manipulation. It’s like saying a Molotov cocktail ignores durability.

The heat would inflict more damage to a being who isn’t naturally resistant to the flames.
 
Well, the last thing that is left here is if it deserves Athletic speed, or not. Since he was able to kill every one of them, despite some of them fleeing and running, I'm not sure if this would grant Athletic speed, or just higher than average human speed.

Nah that’s just human speed. People have varying running speeds anyway
 
Some of them fleed beforehand, and he was talking with another hooded figure before beginning his killings. If that is just Average human level, then damn.
