Is it possible to request characters?

Depends if someone is willing to go to the extent to research the character, compile feats, evaluate it, etc. then yeah
 
Not really, no. Generally, you either do it yourself or hope someone else is a fan enough to do so instead.
 
Yeah, but pages can also be deleted if they aren't up to snuff and you can get a warning or a ban if you keep making low quality or memey pages.
 
Also Cell, 16, 17, and 18 are pretty big parts of Xenoverse.
This can be said about literally every Xenoverse character.

The only characters that actually warrant a page are the Goku that Chronoa summoned from the Super Era (the one who follows the Time Patrol around, assists in the final bosses, fought the Conton City Hero in Ultra Instinct, etc.), Dabura from the Infinite History Saga, and maybe Beerus.

Now that I think about it, why does the Grand Priest from Heroes have his own page. The only difference between the Grand Priest from canon and the Grand Priest from Heroes is the fact that he has Heroes hax and is unaffected by the angel rule, apparently, but that is not enough individuality to warrant a page.
