Is it low 2-C character who can defeat (at least) mid strong 2-A character?

The wording there is a little strange, but I understand what you mean.

I'm sure there might be one or two. Mostly it depends on hax.

Maybe Q (someone capable of very high level reality warping) or the Traveler might be able to.
