Is a fictional character having their own Twitter, Facebook or Instagram account really considered meta fiction?

So, I was wondering Is a fictional character having their own Twitter, Facebook or Instagram account really considered meta fiction?

Well, the literal definition of Metafiction is for a writer to go out of the boundaries of a story's usual conventions/boundaries via having a character basically break the fourth wall.
Here, it depends on whether Toby Fox/Annoying Dog is using some "fictional version of Twitter", is aware of the actual app and our reality, or Toby Fox is just trolling and using his OC as his PFP.
