I think this is close since the environment favors Vega's stealth & movement, Vega has way better acrobatics than BoS Hank, and Vega maaaybe is more experienced, at least in challenging 1v1s against a variety of experienced fighters, than BoS Hank. I don't agree with the profile's stating that BoS Hank has "a hard time turning around" but Vega having so many ways to jump around to attack is a big issue, especially since that could inflict Stun to the point of making Hank unable to even suicide bomb. I'm assuming the Sheriff Tracker won't work on Vega, either, unless Hank has that kinda prep or it's specified by OP. If Vega tries to land a single decisive blow, as I expect he would be more likely to do than combo someone he's getting the jump on, Hank could surprise by just tanking it like he did against Jebediah's backstab in MC3, though I guess Vega's "prior knowledge on Hank" thrown in by the OP mitigates this. (Personally, I would remove that prior-knowledge variable & the suicide bomb from the equation.)

But even BoS Hank has extremely good anticipation with countering enemies behind him. Iirc one can count on a hand or two the number of times Hank didn't foil one of the literally hundreds of attacks from behind in MC2 onwards. The only exceptions coming to mind being teleporters such as Christoff & that one epic bullet-reflecting Grunt in MC2, and even then Hank was heavily distracted by extra foes to the front; same with that guy hiding behind boxes in the elevator in MC7 as he was escaping Demon Tricky being an exception to the rule. And BoS Hank's obviously no slouch in skill, arguably moreso than Vega for dealing with waves of enemies moreso than single combatants & does beat an already unpredictable flying Tricky in MC3 despite having dozens of other foes to deal with at the moment, too. And Nevadan physiology might make Vega's means of inflicting Stun less viable if it's a pressure-point kinda thing. Oh, also guns.

Voting Hank high diff, especially if he has or can get guns (as he tends to start missions with) for extra advantage.
