Time Eater starts with hax while Infinity Ultron doesn't, and the latter doesn't have any resistance to most of said hax, such as Time Destruction and Existence Erasure, so...Time Eater

It can also easily restrain Ultron given it's Restraint Trap is effective against Super Forms, which have Immeasurable LS, meaning Ultron's not breaking out of it

That and the Time Eater downscales from baseline 2-C so Ultron can't harm it with what he does start with
