Actually, he starts off with blasts from the Power Stones, which were previously considered only AP but after multiple revisions they are now accepted to be Deconstruction on an atomic level.
But yeah, Yakko seems to have Plot Manipulation so I don't know what Ultron can do here.

The Low-Godly Regeneration is a likely and SBA (which assume the characters are at their strongest) is not applied from what I can see, so it's up to the OP to decide which regen is used.
But regardless of the regen, Ultron have nothing that can counter Plot Manipulation, so it's a stomp.
Edit: Actually, I might be wrong and this could be an interesting match since Ultron have resistence to Fate Hax, which might give him some degree of resistence to Plot Hax but I don't know, and have his own Fate Hax that, while not good offensively, is pretty useful to counter Plot Hax, Fate Hax and such since it allows him to change events that are going to happen no matter what. However, I will wait for other opinions on it.
