Infinite Speed Question

In a game I play, there are characters with an ability called "Phantom Bullet", where by firing a gun, or gun like weapon, the reduce the conceptual distance between the bullet and the targets heart to 0. There are a few characters that can dodge this. does the attack, and the person dodging, have infinite speed?
 
the atttack would have infinite speed, but the enemies dodging may or may not be aim dodging, especially if there is a delay for the attack to actually happen
 
then yeah, probably aim dodging unless they explicitly only move after the attack started
he moved after the bullet was fired, but not of his own will. He has a sword that can react to danger and respond accordingly, moving his whole body in order to keep it alive.

the person himself does not have infinite speed. however, thanks to his hax (sword), he can dodge an attack of infinite speed.
