I think they give you a week fo make it look something like a page like at least with a solid summary back story.

They're allowed to stay even if incomplete for as long as you want if you keep it updated from time to time.
However if there's a page that only has a summary but not the stats and powers and....well everything else of the page, then we have no choice but to delete them eventually.
