In-verse Invulnerability Gap

Can tiers be warranted through Invul gaps? Example:

Character A who is 9-C punches Character B who's unknown. Character B takes no damage and even says he doesn't feel a thing.

Character A then adds energy to his punch and manages to harm Character B.

Would this make Character B higher into 9-C or 9-B?

If needed, the 9-C's AP is 4903 J

I don't think that's invulnerability, that's just scaling so far above your opponent it doesn't hurt.

For example, if a newborn baby slapped you it probably wouldn't hurt but that doesn't mean you're invulnerable.

Due to different verses having their own standards for what counts as a one-shot gap, you can't do anything but say B is stronger than A for not being harmed by his regular attacks at all.

I didn't actually mean the power invulnerable but Invulnerable from their AP.
