Also, for Dream and Empathic Manipulation...if I recall, Palkia has dealt with a certain other Tier 2 pokemon called Darkrai, who has similar, if not same, sort of abilities (tbh, Illumina is more like Darkrai with a bit more AP potency), and basically shrugged him off, if I remembered correctly. Palkia was half-distracted at the time, too. So in this 1 v 1 with all the attention on one opponent, Palkia should do fine in the same scenario.
