So Illidan Stormrage is apparently in an unknown tier in his attack potency. I think we should upgrade him to at least Mountain level.
Here is why: Illidan killed Xe'ra, a prime Naaru, likely the strongest Naaru. The Illidan book mentions that A'dal, a lesser Naaru, could level mountains in his full power.

Xe'ra is clearly stronger than A'dal, so that puts her in at least mountain level AP.

In this cutscene, we see Xe'ra trying to chain Illidan and convert him into a being of Light. Illidan breaks Xe'ra's chains with difficulty, and apparently he used his full power to one-shot Xe'ra. This clearly means Illidan in full power is stronger than Xe'ra in full power, putting him at Mountain Level, City Level at least.
