To get the basic comparison out of the way:

AP: Practically dead even with Yor slightly higher by a smidgen

• Yor is 16.89 MgeaJoules
• Ihwa is 16.45 MegaJoules

Speed: Equalized so bleh

LS: Yor dominates this category by about with a >96x.

• Yor is far above Nightfall, who is 7753.97122 kg
• Ihwa is Average Human, so about 80 kg

Range: Although both combatants have ranged options, both are primarily combat fighters and will usually attempt to engage the other up close and personal, so range probably won't be that prominent in this fight.

• Yor has up to Tens of Meters, possibly higher with her throwing abilities
• Ihwa has up to Kilometers with her throwing sling

As for my vote, let's see

Yor's LS outclasses Ihwa in LS and could easily do this to her hands if she gets caught and could break her knives as easily as she did this to a katana. In terms of combat skills, Yor has much going for her imo when comparing both characters' Intelligence.

She is more acrobatic than Ihwa

Her Pressure Points is going to be dangerous given it can allow Yor to knock her out in a few taps, especially given that both fighters are going to engage in close combat

Her ES, ESP and IR will help Yor to detect attacks from Ihwa

Ihwa's Regeneration does not seem to be combat applicable since it takes a long while, but even so, Yor tends to aim for vital spots, like the brain and heart, which Ihwa's level of regeneration will not help if she gets struck in those areas

Ihwa's electricity will not be as effective on Yor due to her resistance, although Yor's poison will not be as effective against Ihwa due to Ihwa's resistance.

Yor got her fear inducing aura that will mess with her fighting ability while Ihwa has a somewhat similar ability although not as potent as Yor imo

For now, I will vote for the Mommy Assassin

Is she emotionless or rather was it stated that in the series that is the case and she is unable to feel any emotions at all? Iirc, Condor was able to inflict fear on her to point of making her freeze up so she feel emotions even if her face does not display it

Ihwa's ES will also help her dodge Yor's attacks as seen from her being able to sense Chaos despite being 2000 yards away from him.
