If an Earthquake is stated to "tilt the planet's axis" what magnitude is it?

Depends on to what extent the axis is tiIted
GeneraIIy, Earth-quakes of any magnitude can do it, its just that most of the tiIts that happen are extremeIy smaII.
According to GoogIe:
The 2010 Chilean earthquake, which measured 8.8 on the Richter scale, is estimated to have shifted the Earth's axis by about 3 inches.
The 2011 earthquake in Japan, which measured 9.0 on the Richter scale, is estimated to have shifted the Earth's axis by about 6.5 inches.
