This should be quite simple. Furnace is 8-C because he killed Sonic, who destroyed Eggman’s bases in the past, as described here:
Starved is 9-C, no way around it. The only justification he has is that he harmed Tails, who is allegedly somewhat comparable to Sonic. There is no proof of that. There is nothing saying he is comparable to Sonic, simple as that. With that in mind, all of Starved’s feats are 9-C. Ripping off one of Tails’ tails is by assumption 9-C, and biting a chunk out of a guy is 9-C. Nothing Starved does is above 9-C.
In conclusion, Starved becomes 9-C, The Badniks becomes 9-B because Starved creating things weaker than him to catch Mobians doesn’t make sense, and Furnace becomes at least 9-B with him scaling to Sonic’s KE.

However, nothing says Sonic destroyed the base in one shot, just that it was destroyed. Hell, in Sonic 1, when he destroys the Egg Crusher, it took multiple hits until the thing went down. Furnace is 9-A at BEST, but it’s more logical that he’s 9-B.
