Shido, due to having an inconsistent leading move, would have to deal with not only Noct attacking him but him having his royal armaments hail on him if he doesn't start with them, so he could kill him before he uses them.

Noctis also has death hax of his own through the Ring of Lucii.

I mean, considering he can: law hax so his attacks are null, EE him, seal him, coneptually attack him, etc. Shidou has far more range to attack than Noct.
