I would say King of Feathers due to being bigger, having higher LS, higher CR, and especially his abilities, that could distract some of the Hydras heads with the wasps and avoid/reduce the damage of the breath attack with misty step/legendary resistance.

True, but keep in mind that the Hydra also has really good regen.
