Is there any tf2 character who could work?Well, The Sniper scales to Soldier who can tank his tank exploding (0.086 Tons of TNT) while the Hunter scales to dinosaurs destroying a bridge (0.008 Tons of TNT)
That means that the Sniper is... 10.75x stronger than the hunter, who doesn't even scale to that physically and is just Athlete level (106 Joules) meaning the difference is even bigger... they can't really do any significant damage before Sniper just one-shots them.

So I guess he'll shot first. If it is 10-B Rosa, she'd just die to the shot. If it is 8-C Rosa, she tanks, shots back and kills.

But in a vs thread, the speed ecualization applies to the combat speed of the characters, with the higher's speed being equalized to the lower's and every other stat being up to the same multiplier. In a match like this, in which reaction speed is all that matters since they can one shot each other, a slight advantadge in speed would mean Hunter one shots
