True but I should note that Neighbor one-shots Hunter too, and he has these:

Shapeshifting (Can disguise himself as children. Clown Neighbor can "Camouflage" himself as household objects, though the object can be identified by his moustache on the front), Smoke Manipulation via Smoke Bombs

Scarily very close distance for that ngl

I think it gives the hunter enough time to perceive it and shoot, killing him. I vote the hunter.

My main idea was that he transforms into small object like a box. He can also throw smoke bombs before transforming in order to shorten the distance and one-shot Hunter himeself.

The neighbor has no chance. If he transforms, The Hunter would still know that's his opponent as he would of perceived it, shooting him and killing him. The neighbor literally has 0 ways to win this.

Let's assume he does this, he wouldn't be able to do it fast enough. Reaching into your pocket, lifting your hand up, and throwing something downwards would give the hunter enough time to pull out a gun and shoot him.
