I don't think 7-B can be restricted.

You can start him in High 7-C, but you cannot restrict 7-B because Hulk cannot consciously choose to not grow stronger. If he gets angry, he will get stronger.

Devil Hulk scales to 280.98 Kilotons, while Hulk scales to 694.20 Kilotons. This means he's 2.4x stronger than Devil Hulk at the start, and both grow stronger with rage.

1982 Hulk should take this.

Devil Hulk starts out stronger (both in terms of AP and LS), smarter, much larger, and has higher range and better abilities. I feel like he'll just grab and tear Hulk apart, burn him, or impale him with an earth spike before the latter could become stronger than him.

Oh, my bad. I accidentally mistook their APs for each other. It still doesn't change the result a lot since Hulk has no resistance to either fire or piercing damage.

Hulk being able to withstand it is a feat for him, not an anti-feat for Devil Hulk, especially since the same video you linked have the former standing inside normal fires without any harm but is still getting hurt by Devil Hulk's flames.
