Butcher probably skillstomps. Richie is laughably pathetic when it comes to combat.

However, there is a chance that Richie just pulls out his gun and headshots Butcher while he's in his car. This isn't in-character for him though, as he doesn't use guns unless he gets unmasked...

Richie probably stealths up, tries to stab Butcher through the car window (similar to how Vince died), leading to a tussle that Butcher would gain the upper hand in via skill.

However, there is a chance that Richie can just go for a neck slash the second he gets the chance.

I made the profile, if you'd be interested.

For now though, voting Billy. Even if Richie gets a sneak attack, he still has to get into the car to do so, which would likely entail breaking a window. I think Billy will be able to react and fight back if this happens, and he'd gain the upper hand.
