I think that Maki would take this.
Equipment is a bit weird for Hughie since he can't teleport it with him, and trying to get the jump on Maki seems complicated, since she has stealth mastery on her own, and while Hughie can hide, he ain't an expert on stealth as the rest of The Boys. So weaponry ain't helping him much, especially since he isn't the best marksmen around, and Maki seems to be quite proficient with them.

Now, Hughie could try and teleport Maki with him to get rid of her equipment (He also has a massive LS advantage), and while Maki would definitely freak out about fighting naked pervy-ass power, the moment she decides to fight back, Hughie would be horribly outskilled, and kinda on the lose since they are about the same power.

Imo, I think Maki would take this, unless she becomes completely defenseless naked lmao

I actually vote Hughie I think he can win because he can disarm her with TP and now he can use his TP in combat to dodge and do surprise attacks like he did to homelander plus he has the LS advantage so he can restrain her or just TP her to a high place and throw her with the LS (Not really IC but possible)

Hm... Reading Butch's and Killer's arguments, I think Butch's saying that Maki's better skill and same levels of AP-ness is more convincing to me on Maki's victory than Hughie's, so... Maki FRA.
