How would we qualify this AP?

Hello. I've been reading a novel, and in the novel, there are higher worlds (not RF or higher dimensional).

In the novel, it was stated that the energy and laws in higher worlds were much, much stronger than the middle world, which means that their destruction ability would be much lower.

Example:
Insane destruction wreaked havoc as a mushroom cloud of fire and lightning seemingly consumed the world. Over a hundred kilometers of land were destroyed as the forest around them stopped existing.

Stella had just unleashed the combined power of three elements that had had their powers elevated to the power of level five Laws. In addition, she had used them with a Weapon Technique. This meant that this attack had power even stronger than an average level five Law. Lastly, she had also used around 50% of her Energy.

The destruction Stella had shown was absolutely insane. If this were the middle world, the entire world would have been destroyed by such an attack.

The explosion that the character, Stella, made was around a hundred kilometers in this higher world. However, it was stated that it would've destroyed the entirety of the middle world if it was unleashed there. Said middle world is 500000-1000000 kilometers in size. The same case would be in case of a lower world compared to the middle world.

How would I be able to calculate this? If an attack only destroyed 100km in the higher world, but could destroy 100000km in the middle world, can I say that any destruction a character makes in the higher world is actually 1000 times the actual AP, or nah?

Is the middle world earth? If it is, then only the destruction there can be counted
The series is set in a cultivation world, so...

The lower world is also like earth and the worlds above it, but it's only 50-100k kms in size, which is similar to earth.

Wait wait I just realise there’s something really important that you forgot. It is the material. What are these worlds made out of?

The lower worlds have normal materials like earth, iron, and materials that are harder than normal mortal stuff. Middle worlds have materials that are harder than anything in the lower world, and this cycle continues with every higher world having stronger material (fictional ones) than the world below it.

Additionally, not sure how this helps, but literally everything in the verse is made of energy and laws. Worlds higher than the previous ones also have higher energy density and stronger laws, hence, their attacks are weakened and can't destroy much.

That includes abilities as well, where the MC was able to screw with time as much as he wants in the middle world, such as slowing or accelerating time as much as 1000 or 10000 times, and can destroy space without an issue. But when he went to a higher world, the energy density, stronger laws and materials have made his attacks weaker, and can only manipulate time to like, 2 times compared to his 10000 times stuff.
